Citizen V is a mantle adopted by several characters in Marvel Comics. The first, John Watkins, was a British freedom fighter during World War II, introduced in *Thunderbolts* #0 (April 1997). However, the most notable Citizen V is Baron Helmut Zemo.
Following the apparent deaths of the Avengers and Fantastic Four during the Onslaught saga, Zemo seized an opportunity to gain public trust. Donning the Citizen V guise, a seemingly heroic figure, Zemo led his Masters of Evil, disguised as the Thunderbolts, into the spotlight.
Zemo's Citizen V persona, while outwardly patriotic, was a facade for his manipulative and power-hungry schemes. He used the Thunderbolts' popularity to further his own goals, revealing his true colors later and becoming a villain again.
